Comprehensive EV Mobility Plan (CEMP) in Lucknow, Uttar Pradesh
The Comprehensive Electric Mobility Plan (CEMP) is a collaborative effort between the Government of Uttar Pradesh, NITI Aayog, and the Asian Development Bank (ADB) to promote electric mobility and transition urban transport systems towards sustainable transportation. Lucknow was chosen as the lighthouse city for the CEMP, with plans to replicate it in 17 other cities with Municipal Corporations under the EV Policy 2022.
The CEMP for Lucknow aims to:
- 1) Identify opportunities and mitigate barriers for the effective development of an e-mobility ecosystem for selected Tier-I city with appropriate incentives, planning mechanisms, EV awareness creation, etc., to create a scalable framework for urban areas in the country
- 2) Establish a city-specific roadmap for accelerating the E-mobility ecosystem across various modes of transport and mobility segments, by focusing on the EV thrust areas as well as capacity building programs and workshops with city officials
- 3) Create a capacity-building program to implement and test pilot programs, technology, and regulations across the identified EV thrust areas for an innovation-based approach to developing the EV ecosystem and related infrastructure.
The successful implementation of the CEMP relies on partnerships and collaboration between government agencies, private sector entities, and relevant stakeholders. Collaborations with automakers, charging infrastructure providers, electricity utilities, and transportation agencies are fostered to leverage their expertise and resources.
By implementing the CEMP, Lucknow aims to reduce its carbon footprint, improve air quality, and enhance the quality of life for its residents. The plan aligns with the city’s sustainable development goals and its commitment to combat climate change. Lucknow’s transition towards electric mobility will serve as an inspiring example for other cities, showcasing the city’s commitment to sustainable mobility and demonstrating how a holistic approach can drive positive change in urban transportation.
