Key Incentives & Benefits

Stamp Duty Exemption

  • Up to 50% stamp duty exemption for new private universities in unserved districts.
  • 100% stamp duty exemption for universities established in aspirational districts.
  • Applicable to the first MERU university established in the district.

Capital Subsidy

  • Capital subsidy ranging from 15% to 17% based on investment size.
  • Maximum subsidy ceiling up to ₹35 Crore.
  • Subsidy disbursed over 5 years in annual instalments after issuance of LOP.

Special Incentives for Aspirational Districts

  • 20% capital subsidy with a maximum ceiling of ₹50 Crore.
  • 100% stamp duty exemption irrespective of investment category.

Incentives for Foreign Universities

  • Special benefits for the first 5 Foreign Higher Education Institutions (FHEIs).
  • 100% stamp duty exemption.
  • 20% capital subsidy up to ₹100 Crore.
  • Applicable to globally ranked universities as per UGC norms.

Incentives for Top Ranked Indian Universities

  • Universities ranked within Top 50 in NIRF Rankings eligible for special incentives.
  • 100% stamp duty exemption.
  • 20% capital subsidy up to ₹100 Crore.

Eligible Investment Components

  • Academic buildings, classrooms, libraries, hostels, and labs.
  • Internal roads, boundary walls, water and utility infrastructure.
  • Sewerage, drainage, power lines, STP & Effluent Treatment infrastructure.
