Manufacturing Exporters:

Merchant Exporters:
Traders and aggregators sourcing products from Uttar Pradesh and exporting them to international markets.
Service Exporters:
For the first time, the policy formally incentivises service exports, including IT & ITES, education services, medical tourism, logistics, travel, hospitality and other globally traded services.

Start-ups, MSMEs, ODOP units and first-time exporters, including those exporting through e-commerce platforms, postal channels or small consignments.

Export Incentive Framework

Trade bodies and export promotion institutions organising large-scale international events are eligible for assistance up to ₹3 crore.
Air Freight Subsidy
To offset high logistics costs, exporters receive:
- 30%of air freight cost or ₹150 per kg (whichever is lower)
- Annual cap of ₹10 lakh per exporter
The subsidy applies even when shipments move through air cargo complexes outside the state, provided the goods originate from Uttar Pradesh.
Freight Subsidy to Gateway Ports
As a landlocked state, Uttar Pradesh supports exporters transporting goods to seaports through ICDs and CFS facilities.
- ₹20,000 for 20-ft containers
- ₹40,000 for 40-ft containers
- Or 30% of freight cost, whichever is lower
- Annual cap of ₹30 lakh perexporter
Small exporters with annual exports up to ₹5 crore receive support for LCL (Less-than-Container Load) shipments, making exports viable even at lower volumes.
New-Age Export Support Initiatives

To promote postal exports, exporters using DNK facilities receive 75% reimbursement of postage costs, up to ₹1 lakh per year.
Export Performance-Based Incentive:
Exporters receive 1% of year-on-year export growth, subject to a cap of ₹20 lakh per year, rewarding sustained performance.
Export Credit Insurance Support:
To mitigate payment risks, the state reimburses 30% of The Export Credit Guarantee Corporation of India (ECGC) premium, up to ₹5 lakh per exporter annually.
Export Infrastructure & Ecosystem Development
