Policy Highlights

Building India’s Next Startup Powerhouse

  • Vision to establish Uttar Pradesh as a leading destination for innovation and entrepreneurship.
  • Foster a robust startup ecosystem across all sectors and regions of the State.
  • Promote emerging technologies such as Artificial Intelligence (AI), Quantum Computing, Blockchain, SpaceTech, DefenceTech, AgriTech, HealthTech, EdTech and other deep-tech domains.
  • Encourage district-level innovation aligned with One District One Product (ODOP) strengths.

Strong Financial Support:

  • ₹20,000 per month sustenance allowance for eligible startups for up to 2 years.
  • Prototype Grant of up to ₹10 Lakh.
  • Seed Capital Support of up to ₹15 Lakh.
  • Matching Grant of up to ₹5 Crore for high-growth startups.
  • Additional 50% incentive on Seed and Prototype Grants for Women-led, Divyangjan-led, EWS-led and Transgender-led startups, startups in Purvanchal and Bundelkhand, and startups working in AgriTech, Circular Economy, Rural Impact, Waste Management, Sustainability, Renewable Energy and Climate Change sectors.

World-Class Innovation Ecosystem:

  • Establishment of U-Hub (DeepTech Hub) as the State’s flagship incubation centre.
  • Creation of 20 new Centres of Excellence (CoEs) over the next five years.
  • Expansion of incubators across all districts through a Hub-and-Spoke model.
  • Integrated StartInUP Portal offering single-window access to registrations, incentives, mentors, investors and ecosystem partners.

Fueling Startup Growth:

  • ₹1,000 Crore Fund of Funds to strengthen startup financing.
  • ₹400 Crore Startup Corpus Fund to support startups, incubators and Centres of Excellence.
  • Dedicated investor network connecting startups with Angel Investors, Venture Capitalists and High-Net-Worth Individuals (HNIs).
  • Improved access to institutional finance through partnerships with banks and financial institutions.

Innovation Across Every Stage:

  • Entrepreneurship Cells (E-Cells) in educational institutions.
  • Faculty Development Programmes and innovation centres to nurture entrepreneurial talent.
  • Startup Express, Startup Mela, Hackathons, IdeaThons, Bootcamps and Grand Challenges to identify and support promising startups.
  • Strong industry linkages, global outreach and integration with ODOP for market access.
