INDIA SCENARIO

  • The Indian Media and Entertainment (M&E) industry is a sunrise sector for the economy and is making significant strides. The increasing availability of fast and cheap internet, rising incomes, and increasing purchases of consumer durables have significantly aided the industry. India’s media and entertainment industry are unique as compared to other markets. The industry is well known for its extremely high volumes and rising Average Revenue Per User (ARPU).
  • Media is consumed by audiences across demographics and various avenues such as television, films, out-of-home (OOH), radio, animation, and visual effect (VFX), music, gaming, digital advertising, live events, filmed entertainment, and print.
  • India’s Media & Entertainment industry is expected to reach $100 Bn by 2030.
  • The digital media segment is the 2nd largest M&E sub-segment witnessing a 15% growth in 2022 to reach INR 654 Bn
  • Online gaming grew 22% in 2023 to reach INR 220 Bn, and is expected to reach INR 388 Bn by 2026
  • The filmed entertainment segment grew 14% in 2023, to reach INR 197 Bn. 1790+ films were released in 2023, generating an all-time high of INR 120 Bn in theatrical revenues

UTTAR PRADESH SCENARIO

  • Uttar Pradesh has played an important role in the history of Indian cinema. It has given several renowned film producers, directors, artists, lyricists, musicians and story/scriptwriters to the film industry.
  • Film Bandhu, Uttar Pradesh has been constituted as a nodal agency under the chairmanship of Additional Chief Secretary/Principal Secretary, Information & Public Relations Department, Govt. of U.P. Film Bandhu works in the direction of developing Uttar Pradesh as a hub of film production by generating a friendly climate and promoting film related activities in the state. The state also has a dedicated Film Policy, the main goal of which is to promote the state's cultural, mythological, historical heritage and glorious traditions within the country and abroad.
  • A Single Window Clearance System portal has been developed in Uttar Pradesh through which filmmakers can apply online for film shooting permission and apply for availing subsidy under the Film Policy.
  • Under the new film policy, artists and producers of UP and other states are also being provided a shooting friendly environment. Now, provisions have also been made to give subsidy to web series and web films produced in the state.
  • Film Bandhu, UP has been a recipient of various awards owing to the state’s friendly and safe environment. Some of the major awards won by the state include:-
    1. 'Most Film Friendly State' at the 64th National Film Awards.
    2. 'Most Film Friendly State (Special Mention) Award' at the 68th National Film Awards.
    3. Most Film Shooting Friendly State Award, International Film Festival of India, Goa, 2021
    4. Most Shooting Friendly State Award, Mumbai International Film Festival, 2022
  • Shaan-e-awadh - An annual International Film Festival based on the cultural, tourism, historical heritage, and composite culture of Uttar Pradesh is organized every year since 2011. This festival consists of screening films in different languages at multiple locations in the city.
  • Film Development Fund - For sanctioning subsidies to films produced in the State, scholarships to students, arrangement of film equipment, setting up of film training institutes, organization of film festivals, financial assistance on film, etc.
  • Film Development Council - To ensure the long-term development of the film sector in UP and monitor the implementation of the State Film Policy and State Film Division to provide easy and timely certification of films, especially regional films, have been created.

KEY DEVELOPMENT IN THE INDUSTRY

A 1,000-acre film city is being constructed near the Jewar airport at the Yamuna Expressway Industrial Development Authority, Uttar Pradesh, with an investment of ₹10,000 crores.
The project will be completed in three phases, with the first phase to be developed on 230 acres for which construction be completed in 3 years.
The entire project is targeted to be completed by 2028-29. The objective is to provide an integrated media infrastructure for the movie business value chain.
The site will include 740 acres for filming, 40 acres for film institutions, 120 acres for the park and retail, and the remaining 100 acres for commercial use.
The Nodal Agency for International Film City in Noida is Yamuna Expressway Industrial Authority (YEIDA).
Yamuna Expressway Industrial Development Authority (YEIDA) and Bayview Bhutani Film City Private Limited, a newly formed special purpose vehicle (SPV) led by producer Boney Kapoor and construction giant Bhutani Group have signed the agreement for the development of the Film City.
Over 30 MoUs have been signed between the Department of Information (Film Bandhu) and investors in the run up to Global Investors Summit 2023. Out of these, the Ground Breaking Ceremony of 8 projects was held in February 2024. Most of these projects are related to setting up of production houses, studios, multiplexes and film training institutes.
The Government has allowed film units engaged in outdoor film shooting in the State to use airstrips located in various parts of the State, like Agra, Lucknow, Varanasi, on payment as per prescribed rent.
Nodal officers have been nominated in every district for providing requisite facilities for film shooting. The list of district-level officers with their contact details is available on the Film Bandhu website.

KEY INVESTMENT OPPORTUNITIES

  • Production Houses

    With the growing film, media and entertainment sector in UP, investment in production houses with animation studios, recording studios, photography studios etc, is an emerging opportunity.

  • International Film Studios

    Collaboration of international studios with local film production houses to develop in-house Hindi and Bhojpuri movies in the state is a promising opportunity.

  • 3D Cinema

    With emerging techniques and 3D cinema gaining trend across the globe Uttar Pradesh is an ideal destination to established 3D animation centres and production houses.

  • Printing and Publishing Houses

    With the advent of the film and entertainment sector in the state, printing and publishing houses are also gaining momentum. Gautam Buddha Nagar and Agra are prominent destinations for such investments.

  • Regional and Niche Cinema

    Uttar Pradesh is also a promising destination for small budget movies emphasizing content driven cinema. The market for regional cinema portraying local culture and languages is gaining wide popularity in India and the state.

  • Multiplex

    Multiplexes are expected to gain significant market share going forward with expanding presence in Tier 2 and 3 regions. With a wide consumer base of over 200 million, Uttar Pradesh is one of the most promising destinations for the expansion of multiplexes in India.

  • VFX & Animation

    India has emerged as a preferred destination for outsourcing VFX and 3D conversion work. With a vibrant IT & ITes and Startup ecosystem in the state, VFX and 3D animation is another promising area of investment.

  • Skill Development

    Several eminent artist like Amitabh Bachchan, Priyanka Chopra, Nawazuddin Siddiqui hail from UP. The citizens of the state are exposed to top cultural ethos, which provides a huge opportunity for film training institutes in skill development in the sector.

  • Film Training Institute

    The state government has proposed to develop film training institutes at Varanasi and Gautam Budh Nagar. This will offer various educational programs, including graduation, post-graduation and PH.D programs.

  • Film City

    The upcoming film city along Yamuna Expressway is a huge investment opportunity for business community in the sector. Besides, the state government is planning to develop more Film City projects within UP to promote and provide the proper facilities required for making films

  • Film Festival

    Various periodical festivals and film events will be conducted within the state to support and strengthen the film making industry.
